CORTLAND COUNTY, N.Y. -- A Cortland County man has been arrested and charged with rape. Police say John Phillips Jr., 24, of McGraw forced a woman to have sex with him while at a home in the Town of Cuyler last weekend.

He is charged with first-degree rape, first-degree sexual abuse, sexual misconduct and forcible touching.

Phillips was sent to the Cortland County Jail on $10,000 cash bail.
