CHEMUNG COUNTY, N.Y. -- County Executive Tom Santulli released his $177 million spending plan, saying it wasn't easy to put together, but he's happy property taxes have remained the same. Santulli has proposed a decrease in overall spending by about $200,000.

He said the biggest hurdle was the decline in sales tax revenue. Personnel cuts were needed to make up the difference.

"We will reduce our personnel budget by one million two hundred thousand which is equivalent to 27 less employees which we will do next year. There will be 27 less individuals working, not through layoffs but through attrition, through retirement," said Santulli.

For 2014, the county will have an even bigger dilemma with Sikorsky coming off the books. The plant is expected to close at the end of the year. County legislators will vote on the 2013 budget proposal on November 26th.
