NEW YORK STATE -- Governor Andrew Cuomo has put a price tag on Hurricane Sandy, saying when it's all said and done, the storm will cost the State of New York $33 billion in damage and economic loss.

Cuomo says the good news is there was no additional damage from Wednesday night's nor’easter.

Approximately 90 percent of people affected do have their power back now, although the Governor says that's not a victory, but more like a defeat for that 10 percent still without it.

The Governor has been and continues to be extremely critical of utility companies, calling their systems outdated and the companies themselves mismanaged.

"I believe they were unprepared. I believe the system is archaic and is obsolete in many ways. So, no, I don't believe what they did is adequate. I don't believe it was right. I believe part of it is the system design and part is just their performance and part of it is these utilities are a monopoly," Cuomo said.

The Governor says the Queens Midtown Tunnel will be fully operational Friday and the Brooklyn Battery Tunnel will stay closed for the time being because there was just too much damage.
