An animal cruelty investigation in Windsor leads to charges for two people. It occurred Monday after officials searched a home on Dutchtown Road. Our Melissa Kakareka has the details.

WINDSOR, N.Y. -- Colin Zeidenstein- Wilson, 32, and Jenn Xancada, 32, live at 226 Dutchtown Road in Windsor, along with their 13-year-old daughter and several animals.

On Monday, the Broome County Sheriff's Department, along with the Department of Social Services and several animal welfare groups, searched the property after receiving a complaint that the animals were living in deplorable conditions.

"There have been other complaints here that have been looked into. Based on the complaint, we recently received we looked into it and made the determination there was enough to proceed with a search warrant," said Broome County Sheriff's Department Detective Sgt. Jason T. Ellis.

Authorities removed the girl from the home and have charged her parents with endangering the welfare of a child. The couple is also being charged with animal cruelty and unlawful possession of marijuana.

Officials seized five horses, one donkey, two dogs and eight cats from the home. They say all the animals were malnourished and have been placed in shelters for care.

"Not having enough to eat. There is some conditions with the hooves, not taking care of the animals. The shelters for dogs are inadequate, they are chained up to vehicles," said Ellis.

Neighbors say this search warrant comes as no surprise, as they've seen and reported poor living conditions at this home for a long time.

"It’s been a pigsty since the day they moved in. That poor child has been neglected for years," said neighbor Rose Troiano.

"I tried to approach her many times and nothing was done. Time and time again to sit outside and watch and the stench and the smell, to watch the little girl dirty. She's been to my home a few times and I know she's been neglected by the way she asked me if she could take food home and hide it to eat later," neighbor Maria Garcia.

The couple was released and ordered to appear in the Town of Windsor court to answer the charges.

Wilson was also charged with multiple vehicle and traffic charges stemming from a suspended license.
