NEW YORK -- A state survey found more than two-thirds of people convicted of driving drunk aren't using a required ignition interlock system. In response to the study, New York lawmakers have introduced a bill that would boost penalties for failure to use the electronic system.

They say some people skirt the law by claiming they don't own a vehicle, or put their car in someone else's name until the six month period expires.

The original measure is part of Leandra's Law, passed in 2009 after an 11-year-old girl was killed while riding in a car driven by an intoxicated woman.
