NEW YORK -- The New York State Assembly and the governor signed restrictions for the sale of embalming fluid, and now Assemblyman Bill Magnarelli is sponsoring legislation to penalize those who sell it. The legislation states that if someone in the embalming business sells or offers to sell embalming fluid to a person who does not have the intent or credentials to use it in the appropriate manner, they'll be fined and possibly lose their license.

Embalming fluid is used illegally in drugs like PCP, as well as used as an inhalant for a hallucinogenic effect.

Last August, Syracuse Police said a young man smoking marijuana dipped in liquid PCP, hallucinated and fired a gun inside his vehicle, killing two of his friends and wounding a third.

Just last year, health officials said they were seeing a 40 percent increase in cases involving the drug.
