WATERTOWN, N.Y. -- A man has turned himself in for setting the fire that destroyed an apartment building in Watertown.

Fire crews were called to the High Street apartment building before 3:30 a.m. Tuesday. Investigators used a fire K-9 and were able to find a gas can and more evidence.

Shortly after 6:30 p.m., Joshua Metzler, 25, called the 911 dispatch center to turn himself in. He was arrested and has been charged with second degree arson and will be arraigned in City Court Wednesday.

Meanwhile, the fire destroyed the homes of four families and those nearby say it's very sad to see this happen to people.

Witnesses tell us one woman was forced to jump out a second floor window and she was taken to the hospital after injuring her leg.
