TIOGA COUNTY, N.Y. -- An Owego resident was able to help police arrest a man who broke into his home this weekend. Officers were called to East Main Street early Sunday around 6 a.m., where a homeowner had reported that he had found an intruder in his home and was holding him in the upstairs part of the house.

Ryan Russell, 22, of Louisiana was arrested and charged with burglary. He was taken to the Tioga County Jail. Bail was set at $2,000.
