Mother charged with arson in fatal fire

ROCHESTER, N.Y. -- A former Elmira woman whose four children died in a fire in Rochester back in February is now accused of setting that fire.
Bobbie Kugler, 31, has been charged with arson and four counts of manslaughter.
Fire investigators say the fire that killed those four children was not an accident and that Kugler set it herself.
The Kugler family had moved from Elmira to Rochester just a few months before the fire.
Gage Reavey, 14, Greg Kugler, 13, Kandee Kugler, 12, and Kaiden Kugler, 6, were all killed in the fire.
This is a case investigators say took time to piece together and has taken an emotional toll.
"The way I see it is, it's a sad day in the fact that, you know, we're charging a woman with having hand in the death of her four children. And that's had a significant impact, of course, on her, her family, police, fire, anybody that's been involved in this case. So it's a very tragic situation, but we're about searching for the truth and we continue to do that. The investigation is still ongoing, but we are going to be filing charges today against Ms. Kruger," said Rochester Police Deputy Chief Mike Wood.
Kruger will be arraigned on the manslaughter and arson charges Saturday in Rochester City Court.
